The Edo State Governor, Senator Monday Okpebholo, has enacted the Kidnapping Prohibition (Amendment) Law 2025, introducing stricter measures to combat kidnapping within the state.

This amendment enhances the provisions of the 2013 law by extending the death penalty to individuals who aid or abet kidnappers. Properties used in the commission of kidnapping will be confiscated and demolished, aiming to dismantle networks supporting such criminal activities.

The Edo State House of Assembly passed this bill on February 18, 2025, emphasizing the necessity of stringent penalties to deter the escalating issue of kidnapping. Majority Leader Charity Aiguobarueghian highlighted the importance of the measure, noting that abduction has become a serious problem.

Other lawmakers supported the bill, referencing religious texts and constitutional sources to reinforce their arguments in favor of the death penalty for kidnappers.
Governor Okpebholo’s swift assent to the bill reflects his commitment to enhancing security in Edo State. Since assuming office on November 12, 2024, he has prioritized security, infrastructure development, healthcare, food sufficiency, and education. In his inauguration address, he emphasized the need to address kidnapping and other violent crimes to foster a conducive environment for business and community activities.

The highlights of the Amended Law are:

  1. Death Penalty for Convicted Kidnappers: Individuals found guilty of kidnapping will face the death sentence. This underscores the government’s commitment to eradicating this heinous crime.
  2. Confiscation and Demolition of Properties:
    Any property used in the act of kidnapping will be seized and demolished by the state government.
    This measure aims to disrupt the operational bases of criminal elements.
