The Senate Committee on Federal Character and Intergovernmental Affairs has expressed deep concern over the persistent underfunding of the Federal Character Commission (FCC) in the 2026 proposed budget, warning that inadequate allocation is severely hampering the Commission’s ability to discharge its constitutional mandate of ensuring fairness, equity and balanced representation in federal appointments and public service.
The issue was highlighted during the FCC’s 2026 budget defence session before the committee at the National Assembly in Abuja on Wednesday, February 25, 2026.
Presenting the Commission’s proposed ₦6.5 billion budget, the Executive Chairman of the FCC, Hulayat Motunrayo Omidiran, explained that limited funding has significantly weakened operational capacity particularly in monitoring compliance across more than 700 Ministries, Departments and Agencies (MDAs) nationwide.

Omidiran appealed directly to the Senate for increased support: “We are appealing to the Senate to support improved funding for the Commission. Federal Character is a constitutional duty, and we must be equipped to enforce it effectively for the good of national unity.”
In a statement issued by FCC spokesperson Ademola Lawrence, the Commission disclosed that the Chairman of the Senate Committee, Senator Allwell Heacho, described the funding gap as “a serious setback” to the Commission’s performance and national cohesion.

Senator Heacho stated: “Federal Character is not optional. It is backed by the Constitution. The Commission responsible for enforcing it must be properly funded to deliver.”
He assured the FCC of the committee’s commitment to advocate for adequate budgetary allocation and to support strengthened operations, improved accountability and better enforcement across government institutions.

The FCC is constitutionally mandated under Section 14(3) of the 1999 Constitution (as amended) and the Federal Character Commission Act to promote fairness and equity in public service appointments, resource distribution and socio-economic development across Nigeria’s diverse ethnic, religious and regional groups.
The persistent funding shortfall has limited the Commission’s ability to conduct regular monitoring, carry out zonal public complaints forums, enforce compliance audits and sanction erring MDAs contributing to ongoing complaints of marginalisation, imbalance in federal appointments and regional discontent.
