Is spilling semen outside a woman’s vagina a sin? Two legislators are proposing a legislation to fine men up to around $10,000 if they’re caught “discharging irresponsibly”.

As ludicrously unthinkable as it seems, you can never run full course of a nominal politician’s rudderless, unserious and weird imagination that borders on extreme absurdities and oddities, most times.

Now, a bill targeting ejaculating males has been proposed by two lawmakers in Ohio, Columbus, USA, as part of efforts to regulate male bodies, especially their ejaculation session, reports Newsweek and ABC News5.

According to the report, a bill proposed to the Ohio statehouse will make male ejaculation without intent to have a baby, a fineable offense of up to $10,000.

The bill has been proposed by State Representatives Anita Somani and Tristan Rader, who wrote it to point out what they see as the absurdity of rules that control women’s bodies but do not control men’s. It has not been formally introduced to the House Floor yet.

Per Somani and Rader, men would face a $1,000 first offense, $5,000 second offense, and $10,000 subsequent offense fine to “discharge semen or genetic material without intent to fertilize an embryo.”

However, to the shock of no one, this bill is dead on arrival. The fact that it was even put forward is an embarrassment. This bill is about sperm and regulating it, which is creepy, weird, and all sorts of ‘WTF’, says several commentators.

The details of the bill highlight that it would be a crime for men to ejaculate without intending to have a baby.

According to Rep. Anita Somani (D-Dublin), “she was introducing the legislation that would make it a felony for men to “discharge semen without the intent to fertilize.” You don’t get pregnant on your own,” she said.

In between performing multiple surgeries as an OBGYN Friday, the Democrat explained that she wants to start regulating men’s reproductive healthcare.

“If you’re going to penalize someone for an unwanted pregnancy, why not penalize the person who is also responsible for the pregnancy?” she said.

Somani and state Rep. Tristan Rader (D-Lakewood) joined forces to propose a bill nicknamed “Conception Begins at Erection Act.”

There are some exceptions, such as when protection or contraception is used during sex. It also doesn’t apply when an individual is masturbating, donating sperm or if the intercourse takes place between members of the LGBTQ+ community and thus doesn’t “produce ova.”

So, what this would apply to is sex without a condom and without actually wanting to procreate.

This felony would cost violators thousands of dollars, with a max of $10,000 per discharge.

“It’s beyond ridiculous what’s going on here,” Republican activist Austin Beigel laughed. “It’s a mockery of the most basic biological concepts.”

The humorous aspect is something both Beigel and Somani agree on.

“If you think it’s absurd to regulate men, then you should think it’s equally absurd to regulate women,” Somani responded.

One commentator on X has termed it “Dishonorable Discharge Act”.
