The Osun State Government has strongly refuted claims of a N13 billion payroll scam involving Sally Tibbot Limited, describing the allegation as “completely fake news” deliberately sponsored by the opposition All Progressives Congress (APC) to discredit Governor Ademola Adeleke’s administration.

In a statement issued on Thursday, February 20, 2026, by the Commissioner for Information and Civic Orientation, Hon. Kolapo Alimi, the government described the allegation which first surfaced on social media and some online platforms as “baseless, malicious and part of a sustained smear campaign” ahead of future political contests.
Osun State the Government Stated That There is no company named Sally Tibbot Limited on the Osun State payroll or in any contract with the state government. No N13 billion (or any sum close to it) has ever been paid to any entity under that name for ghost workers, payroll padding or any other purpose. The allegation is a “recycled fabrication” similar to previous false claims made by the APC during the 2022 governorship election and thereafter. Governor Ademola Adeleke has consistently run a transparent and accountable administration, with monthly salary payments to civil servants now prompt and regular a sharp contrast to the backlog inherited in 2022 and The government has directed security agencies to investigate the originators of the fake news with a view to prosecuting those behind it under the Cybercrimes Act and relevant criminal laws.

Governor Adeleke’s Reaction (via Commissioner Alimi) “Governor Adeleke is focused on delivering dividends of democracy road construction, workers’ welfare, security, education and healthcare. These fake news merchants from the APC are pained because Osun people are seeing real change. They want to distract and deceive, but the people know better. We will not dignify falsehood with prolonged response, but we will pursue legal action against those spreading it.”

Context of the Allegation The claim of a N13 billion payroll fraud involving “Sally Tibbot Limited” emerged on social media earlier this week, with screenshots purporting to show suspicious payments. The APC in Osun has neither officially endorsed nor distanced itself from the allegation, though party spokespersons have been silent on the matter.

The state government reiterated its commitment to transparency, noting that all salary payments are now processed through the Integrated Payroll and Personnel Information System (IPPIS) and other verifiable platforms.

This is not the first time the Adeleke administration has faced payroll-related allegations from the opposition, most of which have been dismissed or disproven in the past.

The statement urged Osun residents to disregard the rumour and remain focused on the administration’s ongoing projects and reforms.
