Chelsea have been fined £10.75 million ($14.27 million) and received a suspended one-year transfer ban following breaches of Premier League rules between 2011 and 2018, the league announced on Monday, March 17, 2026.
The west London club has also been handed an immediate nine-month academy transfer ban. The sanctions stem from information voluntarily disclosed by the consortium led by Todd Boehly after their 2022 takeover from Russian billionaire Roman Abramovich. The Premier League investigation found that undisclosed payments were made by third parties associated with Chelsea to players, unregistered agents and others during that period.

However, the league determined that even if these payments had been properly declared in historical financial submissions, Chelsea would not have breached the Profitability and Sustainability Rules (PSR).
The Premier League cited Chelsea’s “proactive self-reporting, admissions of breach and exceptional co-operation” as key mitigating circumstances that significantly reduced the severity of the punishment.

Chelsea also face 74 alleged breaches of Football Association rules, likewise arising from the same information shared by the new owners. The FA case remains ongoing.
The club issued a brief statement acknowledging the outcome: “Chelsea FC notes the Premier League’s decision and accepts the findings. We remain fully committed to full compliance with all regulatory requirements and continue to cooperate with all relevant authorities.”

The investigation relates to the final years of the Abramovich era, during which Chelsea won multiple Premier League titles, Champions League and other trophies. The self-disclosure by Boehly’s consortium in 2022 was part of a broader transparency push following the sanctions imposed on Abramovich amid Russia’s invasion of Ukraine.
No points deduction was imposed, and the suspended transfer ban will only take effect if Chelsea commits further breaches of a similar nature within a specified period.
