A visit to the Federal Secretariat on Monday revealed that the signage for the controversial Presidential Foreign Intervention Promotion Council (PFIPC) remains mounted on the floor occupied by the Federal Ministry of Health, directing visitors to the office.
The Federal Secretariat houses offices of various ministries, departments, and agencies (MDAs), serving as the administrative hub of the federal civil service.

Despite the Presidency’s repeated insistence that the PFIPC does not exist and has no legal framework or presidential declaration, the agency reportedly operated with a budgetary allocation in the 2026 Appropriation Act, an office at the Federal Secretariat, and recruitment of staff.
In June, the Presidency distanced itself from the PFIPC. Chief of Staff to the President, Femi Gbajabiamila, stated that his office did not appoint Adeniyi Adeyemi as head of any such organisation.

Adeyemi, who claims to be the convener of the PFIPC, challenged the disclaimer and called on President Bola Tinubu to establish an independent panel to investigate the matter.
He questioned how the PFIPC could appear in the 2026 budget if, as the Presidency maintains, the body does not exist.
The Presidency has accused Adeyemi of forging an appointment letter and falsely presenting himself as a presidential appointee.

A review of the 2026 Appropriation Act shows that the “Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council” was listed under the Presidency with a total budget of ₦1,302,978,784.
Reports also indicate that the Federal Government granted a waiver to the PFIPC to recruit 300 members of staff in August 2025.
The Nigeria Police Force has filed an eight-count charge against Adeyemi and two others, who are currently at large.

The continued presence of the PFIPC signage at the Federal Secretariat has further fuelled public scrutiny and questions about the operations of the alleged “ghost agency.”
The matter remains before the Federal High Court in Abuja.
