Acting Governor of Borno State, Umar Kadafur, has signed the ₦892.4 billion 2026 Appropriation Bill into law, marking a significant step in the state’s fiscal planning amid ongoing recovery and reconstruction efforts.

The bill was passed by the Borno State House of Assembly on Monday, January 20, 2026, and assented to by the Acting Governor on Tuesday, January 21, 2026, during a brief ceremony at the Government House in Maiduguri.

Acting Governor Kadafur described the budget as “people-centred and recovery-focused,” emphasising that capital spending dominates to accelerate rebuilding in the aftermath of years of insurgency.

“This budget is about restoring lives, rebuilding communities, and laying a foundation for sustainable development. We are prioritising infrastructure, agriculture, education, health, and security because these are the pillars our people need most,” Kadafur stated after signing the document.

He commended the House of Assembly for the speedy passage and promised strict monitoring to ensure funds are utilised transparently and for the intended purposes.

The 2026 budget is the first full-year fiscal plan under the current administration following the death of Governor Babagana Zulum in late 2025, with Kadafur serving as Acting Governor pending further political developments.

Borno citizens and civil society groups have welcomed the high capital allocation but called for strong oversight to prevent diversion, especially in security-voted funds.
