President Bola Tinubu has formally requested Senate consent to deploy Nigerian troops to the Republic of Benin as part of a peace mission to stabilize the neighboring country following a failed coup attempt against President Patrice Talon, in a move underscoring Nigeria’s regional security leadership.
The request, contained in a letter read on the Senate floor by Senate President Godswill Akpabio during Tuesday’s plenary, invokes Section 5(5) of the 1999 Constitution (as amended), following consultations with the National Defence Council. If approved, the deployment encompassing air and ground forces would support Benin’s efforts to protect constitutional institutions and civilians under Benin’s command.
Tinubu’s letter states:
“Pursuant to Section 5, Subsection 5, Part 2 of the Constitution… I seek… the consent of the Senate for the deployment of Nigerian troops to the Republic of Benin for a peace mission.”

The intervention responds to Benin’s urgent Note Verbal for air support and ground troops after Sunday’s coup plot, led by Lt. Col. Pascal Tigri’s “Military Committee for Refoundation.” Coup plotters seized the state TV station in Cotonou but were thwarted by Nigerian airstrikes and rapid troop deployment, freeing two high-ranking Beninese officers.
Senate sources clarified that Tinubu’s initial deployment was lawful under emergency provisions, with up to 14 days to secure approval for combat operations abroad if national security is threatened. The Senate has seven days to decide, ensuring oversight.
Deputy Senate President Barau Jibrin praised the action:
“I commend President Tinubu for swiftly acceding to Benin’s request… to foil the coup.”
Activist Aisha Yesufu condemned the move as violating Section 5(4)(b), warning it sets a precedent for domestic militarization:
“If Tinubu can deploy abroad without consent, what stops him from using the military against dissent?”
The African Democratic Congress (ADC) echoed concerns, questioning priorities amid Nigeria’s domestic insecurity.
The mission aligns with ECOWAS protocols, involving troops from Ghana, Ivory Coast, Nigeria, and Sierra Leone to preserve order. It addresses cross-border threats along Seme and Jibia corridors, bolstering bilateral ties.
Presidency spokesman Ajuri Ngelale hailed it as Tinubu’s “leadership in promoting peace.”
The Senate is expected to deliberate soon, with approval likely given regional urgency.
