United States President Donald Trump has expanded travel restrictions on foreign nationals, placing Nigeria and 14 other countries under partial entry limitations, citing persistent deficiencies in screening, vetting, information-sharing, and high visa overstay rates.
The new measures, announced via a presidential proclamation on Tuesday, December 16, 2025, suspend entry for Nigerian nationals as immigrants (green card holders) and on key nonimmigrant visas, including B-1/B-2 (business/tourism), F (student), M (vocational student), and J (exchange visitor) categories.
The White House stated that the restrictions are necessary to protect U.S. national security, prevent entry of inadequately vetted individuals, and encourage foreign governments to improve cooperation on immigration enforcement.
For Nigeria specifically, the administration highlighted challenges in vetting due to security issues, including the activities of groups like Boko Haram, as well as a reported B-1/B-2 visa overstay rate of 5.56% and 11.90% for F, M, and J visas.
The partial restrictions also apply to nationals of: Angola, Antigua and Barbuda, Benin, Côte d’Ivoire, Dominica, Gabon, The Gambia, Malawi, Mauritania, Senegal, Tanzania, Tonga, Zambia, and Zimbabwe.
Many of these are African nations or Black-majority Caribbean countries. Antigua and Barbuda and Dominica were flagged partly due to their Citizenship by Investment programs, which the U.S. says pose vetting risks by allowing passport acquisition without residency.
In addition to the partial measures, the proclamation imposes full entry bans on nationals of Burkina Faso, Mali, Niger, South Sudan, Syria, Laos, and Sierra Leone (the latter two upgraded from partial), as well as individuals holding Palestinian Authority-issued travel documents.

The expanded policy builds on restrictions reinstated in June 2025, which initially targeted 19 countries. The new changes take effect on January 1, 2026.
Critics have raised concerns that the measures disproportionately affect African and Black-majority nations, while supporters argue they are essential for border security.
Nigerian officials have previously rejected claims of systemic religious persecution, describing security challenges as complex banditry and insurgency issues.
