The Senate on Wednesday witnessed chaotic scenes for over 15 minutes as Senate President Godswill Akpabio engaged in a heated exchange with Senator Adams Oshiomhole (APC, Edo North) during the reading of Votes and Proceedings.
Trouble erupted when Akpabio began reading the Votes and Proceedings of Tuesday’s sitting. Oshiomhole raised a point of order, prompting the Senate President to remind him of the relevant provisions in the Standing Orders 2023 (as amended), which do not permit points of order at that stage.

When Oshiomhole persisted, Akpabio invited former Chief Whip, Senator Orji Kalu (APC, Abia North), to clarify the rules. Kalu echoed the Senate President, stating that no point of order was admissible at that moment.
Despite warnings from the Senate Whip, Senator Tahir Monguno (APC, Borno North), Oshiomhole continued to interrupt proceedings. Akpabio eventually warned him sternly, saying, “Oshiomhole, if you become unruly, we will use the rules to take you out of the Senate.”

The Senate President later continued with the business of the day. Senator Adamu Aliero (APC, Kebbi Central) moved for the adoption of the Votes and Proceedings, which was seconded by the Senate Minority Leader, Senator Abba Moro (PDP, Benue South).
Oshiomhole’s outburst is believed to be connected to the controversial amendment of the Senate Standing Rules on Tuesday.

The amendment to Orders 4 and 5 restricts eligibility for principal and presiding offices in the 11th Senate (starting June 2027) to only senators who served in both the 9th and 10th Assemblies, with at least two consecutive terms immediately preceding the nomination.
This effectively bars incoming senators in the 11th Assembly — including potential contenders like Senators Hope Uzodimma (Imo), Kabiru Marafa (Zamfara Central), and Adams Oshiomhole (Edo North) — from contesting for positions such as President of the Senate or Deputy President.

The new ranking order prioritises former presiding officers, followed by former principal officers, two-term senators, and others, with fresh senators placed at the bottom.
The Senate explained that the amendment is aimed at upholding parliamentary tradition and ensuring experienced ranking senators occupy leadership positions.
The development has sparked concerns among political observers about potential exclusion of fresh voices and its impact on internal democracy within the Senate ahead of the 2027 elections.
