The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned former Kaduna State Governor, Nasir El-Rufai, and six others on an 11-count amended charge bordering on alleged corruption, money laundering, and abuse of office.
The other defendants include Jimi Lawal, a former senior aide to El-Rufai; Singularity Network Security Limited; Solar Life Nigeria Limited; Knowledge Investment Nigeria Limited; Intercellular Nigeria Limited; and Noble Coast Resources Limited. El-Rufai’s elder brother, Bashir el-Rufai, who is currently at large, is also mentioned in one of the counts.

The defendants were arraigned before Justice Hauwa’u Buhari at the Federal High Court in Kaduna on Tuesday.
According to the amended charge sheet, ICPC alleged that El-Rufai “unlawfully approved the award of a contract for the procurement, survey planning, final design and installation of a Closed-Circuit Television (CCTV) surveillance system in Kaduna Metropolis in the reviewed sum of ₦8,682,574,054.94 to Singularity Network Security Limited, contrary to public procurement laws.”

The agency further alleged that the defendants “knowingly received or took possession of funds amounting to over ₦2 billion through various transactions” involving the named companies between 2017 and 2022.
El-Rufai and Lawal pleaded not guilty to the charges.
The case was adjourned to July 1, 2026, for ruling on the bail application.

El-Rufai’s Multiple Legal Battles The latest arraignment adds to the growing list of legal challenges facing the former governor. He is currently facing separate prosecutions by both the ICPC and the Department of State Services (DSS).
While the ICPC has charged him in both Federal High Court and Kaduna High Court on corruption and money laundering matters, the DSS is prosecuting him on a five-count charge over alleged unlawful interception of communications linked to National Security Adviser, Nuhu Ribadu.

Bail conditions granted to El-Rufai across different courts have attracted criticism for being stringent, particularly the requirement of sureties who are Level 17 civil servants with properties in Maitama or Asokoro districts of Abuja, and the submission of original Certificates of Occupancy.
El-Rufai served as Governor of Kaduna State from 2015 to 2023. Jimi Lawal was his senior adviser and a key figure at the Kaduna Economic Development Council.
