Labour MP Jess Phillips has resigned as Minister for Safeguarding, delivering a direct rebuke to Prime Minister Keir Starmer in her resignation letter, stating that “deeds, not words matter.”

Phillips confirmed her departure on Wednesday, stepping down from the Home Office role she has held since Labour returned to government in 2024. In her letter to the Prime Minister, the Birmingham Yardley MP said she could no longer continue in post without seeing concrete action on the issues her department was tasked with addressing.

“Deeds, not words matter,” Phillips wrote. “I have tried to drive change from within, but I cannot in good conscience remain in a position where I am unable to deliver the urgent protections that victims and vulnerable people deserve.”

The resignation marks the first ministerial departure from Starmer’s cabinet since he took office and comes amid growing internal pressure on the Prime Minister’s leadership. Phillips, a prominent advocate on women’s safety and domestic violence, has been one of Labour’s most outspoken voices on safeguarding and victim support.

Downing Street acknowledged the resignation and thanked Phillips for her service, stating that the Prime Minister respected her decision. A replacement for the safeguarding minister role is expected to be announced in the coming days.

Phillips said she would remain as MP for Birmingham Yardley and continue to campaign on issues of violence against women and child protection from the backbenches.
