The Independent National Electoral Commission (INEC) and the National Orientation Agency (NOA) have agreed to strengthen collaboration on voter education and the promotion of democratic values as part of efforts to reduce voter apathy ahead of the 2027 general elections.

INEC Chairman, Professor Joash Ojo Amupitan, SAN, received the Director-General of the NOA, Mallam Lanre Issa-Onilu, and his team during a courtesy visit to the commission’s headquarters in Abuja on Wednesday.

Describing the engagement as strategic, Professor Amupitan emphasised that building a robust democracy requires more than technological advancements and efficient election management.
“INEC cannot build a robust democracy in isolation. We can purchase the finest BVAS machines, optimise the INEC Result Viewing Portal (IReV) and improve our logistics, but all these achievements mean little if citizens remain detached, cynical or uneducated about the power of their votes,” he said.

The INEC Chairman identified voter apathy, misinformation, and limited understanding of electoral processes as key challenges that both agencies must jointly address through sustained grassroots campaigns.

He highlighted the need to reach young people, rural communities, traditional institutions, and civil society groups with continuous civic education that extends beyond election periods.

Mallam Lanre Issa-Onilu, in his remarks, commended INEC for its commitment to credible elections and stressed the importance of citizen participation in democracy.
“Democracy is the principle and the metric upon which this country either survives or fails. The right of citizens to decide who will lead them is something we must protect and promote,” he said.

The NOA DG noted that the agency’s nationwide structure positions it well to engage communities through traditional rulers, religious leaders, market associations, transport unions, and other stakeholders.

He called for closer synergy between INEC’s voter education department and NOA’s Civic Values and Democracy Education structures to boost voter turnout, combat misinformation, and build public confidence in the electoral process.

The meeting is expected to lead to joint programmes aimed at increasing political awareness and participation, particularly among the youth and first-time voters.

Both institutions pledged to work together to ensure Nigerians are better informed and actively involved in the democratic process ahead of 2027.
