President Bola Ahmed Tinubu has formally transmitted a Constitution Alteration Bill seeking the establishment of state police to the Senate, marking a decisive step toward overhauling Nigeria’s security architecture.

The proposed legislation aims to amend relevant provisions of the 1999 Constitution (as amended) to provide a comprehensive legal framework for the creation and operation of state police across the 36 states of the federation.

The move follows President Tinubu’s repeated calls for urgent constitutional reforms to enable states to play a more active and effective role in securing their territories amid escalating threats from terrorism, banditry, kidnapping, and other violent crimes.

In February this year, the President specifically urged the National Assembly to fast-track amendments that would accommodate state police, describing the reform as critical to addressing the country’s complex security challenges.

During his Democracy Day address earlier this month, President Tinubu reiterated his administration’s commitment to tackling insecurity, vowing that terrorists, bandits, and their sponsors would face the full wrath of the law.

While acknowledging progress — including the neutralisation of over 13,000 terrorists in the past year and a significant reduction in terrorism-related deaths — the President noted that the continued captivity of schoolchildren abducted in Oyo and Borno states remains a painful reminder of the work still to be done.

The transmission of the bill comes as both chambers of the National Assembly have shown strong momentum toward decentralising policing powers. The House of Representatives recently passed key clauses supporting state police, while the Senate is set to reconvene today (Tuesday, June 23) for an emergency plenary session expected to prioritise the bill.

Political observers view the development as one of the most significant security reforms in Nigeria’s democratic history, with many stakeholders believing state police will enhance local intelligence gathering, improve rapid response, and reduce the burden on the overstretched Nigeria Police Force.
